How do I remove this patch off my dogs fur?

My all white Siberian husky got a hold of my eyeliner. Its the Urban Decay 24 hour eyeliner. This stuff has really good long lasting power. I got it out of her mouth but it smeared onto the top of her head. I gave her a bath after and it didn't come off. I had to go to work and I'm not really sure what my family used to clean her but they got all the black color out. Now that part of her fur is stuck together sort of. Maybe its residue from the chemicals? I don't even know. I feel that my dog may feel uncomfortable about it even if she doesn't show it. I'm not really sure how to explain that patch on her... I'd appreciate friendly help. Thanks in advanced.
