Dog birth Complications, need advice asap!?

My dog went into labor at around 9:30 this morning, she had the first puppy a couple of hours ago, but something came out with the puppy that we haven't seen before. the puppy was healthy but it had something attached to it that felt like muscle and was circular in shape. earlier in the pregnancy she did have a little bit of bleading, which leads me to believe that this was an undeveloped fetus. there is some dark green residue that makes me worry its something else. if anyone has any advice or information on what this is that would be great, only vet open right now is almost forty five minutes away, so we might have to use that as a last resort, but any advice is much appreciated. thanks so much!!
