Can you take your apartment complex to court for tapering with car?

long story short I stay in a college apt complex, last friday night I got off work around 12 when I get home theres no where to park because someones having a party so I park in handicap spot, when I go to my car at 8 am theres this stupid parking warning GLUED to my driver window, so when I take it off there is a huge glue residue that isant coming off my window at all and its almost been a week I cant get it off tried washing already.. What can I do? lease expires july 31st so Im considering blanking on them
